Historically, SOAS procured FM services as a suite of single service contracts complemented by an in-house logistics team. In early 2015 G&T carried out a review of this FM strategy to assess the degree to which this was still providing value for money and fit for purpose services, together with evaluation of the alternative options available to them.
G&T carried out stakeholder engagement with senior staff, student representatives and the FM team and reviewed the costs and performance outputs in relation to the contracts. We developed and estimated costs for a range of alternative FM strategies and it was determined that an Integrated FM (IFM) contract should be procured with complementary changes to the internal IFM management structure.
The contract was procured under the Public Contract Regulation 2015 and we acted as the procurement project manager and FM technical adviser, preparing the suite of procurement documents and undertaking technical evaluation. A new service partner was appointed and using a highly collaborative approach, we managed the interfaces between the client, the new FM provider and the construction project manager to ensure FM services came on line on time and in accordance with the contract.
Our role continued as we provided mobilisation and transition support to SOAS to ensure the new contract and new ways of working were fully embedded.
